The California Department of Human Resources (CalHR) administers dental, vision and voluntary plan benefits for State of California employees. 

The California Public Employees’ Retirement System (CalPERS) administers health insurance coverage for state employees and retirees.

Employees can choose from a broad range of health insurance plans. The state pays a portion of the premium. 

Explore Your Health Plan Options

  • Learn about available health plans and premiums by visiting the CalPERS Plans & Rates webpage. 
  • Use the Health Plan Search by ZIP Code tool or log in to your myCalPERS account to see the health plans available in your area. 
  • Contact the health plan before enrolling to make sure they cover your ZIP Code and that their provider network is accepting new patients in your area.  

Eligibility and Enrollment

  • Employees are eligible for health benefits if they have a permanent or limited term appointment of more than six months (at least six months plus one day) and a time base of half-time or more.  
  • Permanent-intermittent employees are eligible for health benefits after being credited with a minimum of 480 paid hours at the end of a six-month control period.   
  • Eligible employees have 60 calendar days from the date of the qualifying appointment or a permitting event to enroll in a health plan, or during Open Enrollment

Note: The health contributions for Bargaining Units 1, 3, 4, 11, 14, 15, 20 and 21 (SEIU units) include an additional $165 supplemental health benefits contribution.

Rank-and-file employees in Bargaining Units 2, 7, 8, 16, 17, 18, 19 and excluded employees who are eligible for health benefits are eligible for the CoBen allowance.

Making Changes to Your Current Benefits

State active employees can submit health enrollment changes online, along with supporting documentation, through their myCalPERS account.   

  • Changes made during Open Enrollment are effective January 1 of the following year.  
  • Changes made outside of the Open Enrollment period will only be allowed within 60 calendar days of a permitting event.

Behavioral Health Resources by Health Plan 

State employees enrolled in CalPERS health plans have access to behavioral health services such as: 

  • Counseling 
  • Mental health apps 
  • Wellness programs 

These services vary by plan and are offered at little or no cost.
