FlexElect Dependent Care Reimbursement Account Program

On March 3, 2025, Governor Newsom released Executive Order N-22-25, regarding minimum in-person work days.

To support employees during this transition, the California Department of Human Resources (CalHR) is holding a Special Open Enrollment (OE) period for the FlexElect Dependent Care Reimbursement Account (DCRA) Program. This Special OE will be held from May 1 – 30, 2025.

About DCRA

The DCRA Program is a pre-tax benefit program that allows employees to set aside money to pay for qualifying dependent care expenses, such as childcare, elder care, and care for a disabled dependent. Special OE Key Dates and Details

If you are eligible, you can enroll in the program or increase your current DCRA contribution amount.

  • Enrollment period: May 1 – 30, 2025
  • Coverage period: July 1 – December 31, 2025
  • Deductions: June 2025 pay period (appears on the July 1, 2025 pay warrant) through November 2025 pay period (appears on the December 1, 2025 pay warrant) – six month contribution period
  • Important limitation: If you are currently enrolled in the program, you cannot cancel your enrollment or decrease your contribution during this Special OE period unless you have a qualifying permitting event

How to Enroll

Eligible state employees interested in newly enrolling or increasing their current contribution in the FlexElect DCRA Program may do so by:

  • Complete a Reimbursement Account Enrollment Authorization (STD 701R) Form
  • Submit the completed form to your personnel office by May 30, 2025
  • For questions about the DCRA Program and eligibility, please contact your personnel office prior to May 30, 2025.
  • If you miss this Special OE period for the DCRA program, you will have the opportunity to enroll or make changes during the fall annual OE from September 15 – October 10, 2025. All changes made during the fall annual OE will be effective January 1, 2026.

Special Open Enrollment – FlexElect Dependent Care Reimbursement Account (DCRA) – FAQs

What is the DCRA?

The DCRA allows you to authorize a monthly pre-tax deduction to be placed in your DCRA to reimburse yourself for eligible expenses for childcare, elder care, and care for a disabled dependent. The deduction is taken from your paycheck before federal, state, and social security taxes are assessed. Please note: a DCRA is not for your dependents’ health-related expenses.

How much can I contribute to the DCRA?

The minimum contribution to the DCRA is $20 per month; the annual maximum is $5,000 per year (per household) or $2,500 for married, filing separate income tax returns.

When is the Special Open Enrollment period?

The Special Open Enrollment period is May 1 – 30, 2025.

Am I eligible to enroll in the DCRA?

You must have a permanent appointment with a time base of half-time or more. If you are a limited-term (LT) or temporary (TAU) appointment employee, you must have a mandatory right of return to a permanent position (not permanent-intermittent) with a time base of half-time or more.

How do I enroll or make changes?

Eligible employees interested in enrolling or increasing their current contribution during the Special Open Enrollment period may do so by completing the following:

  1. Complete a Reimbursement Account Enrollment Authorization (STD 701R) Form
  2. Submit the completed STD 701R to your departmental personnel office by May 30, 2025
If I enroll during the Special Open Enrollment period, what dates will my coverage be effective?

If you enroll during the Special Open Enrollment period, your effective date of coverage will be from July 1 – December 31, 2025. Please note that deductions will begin with your June 2025 pay period (shown on the July 1, 2025, pay warrant) through the November 2025 pay period (shown on the December 1, 2025, pay warrant).

I am currently enrolled in the DCRA, am I able to make changes?

During the Special Open Enrollment period, employees currently enrolled in the DCRA may only increase their current contribution. Employees currently enrolled in the DCRA may not cancel their enrollment or reduce their current contribution unless they have a qualifying permitting event.

What is the deadline for employees to submit enrollment forms for the Special Open Enrollment period?

Your enrollment form must be submitted to your departmental personnel office by May 30, 2025.

Where do I submit claims for qualified incurred expenses?

To receive reimbursement from your DCRA, you must complete a FlexElect Reimbursement Claim Form (CalHR 351) and mail or fax the form along with supporting documentation to:

If I enroll during the Special Open Enrollment period, what is the deadline for submitting claims to ASI?

If your DCRA is active on December 31, the IRS allows a grace period for payment of dependent care expenses incurred up to two and one-half months after the end of the plan year. You may use money deducted in 2025 to pay for dependent care expenses incurred up to March 15, 2026. The deadline to submit claims for qualified incurred expenses is June 30, 2026.

Can I submit a claim for expenses that occurred prior July 1, 2025?

If you enroll during the Special Open Enrollment period, you will not be able to submit claims for expenses that occurred prior to July 1, 2025. If you are already enrolled in the DCRA and elect to increase your contribution during the Special Open Enrollment, the increased contribution is only available for expenses incurred on or after July 1, 2025.

Do I need to re-enroll in the DCRA during the regular Open Enrollment season?

If you wish to continue your participation in the DCRA for the 2026 calendar year, you must re-enroll during the regular Open Enrollment season held annually during the fall.
